As part of the nationwide flagship campaign “Dharti Aaba Janbhagidari Abhiyan (DAJGUA)”, a one-day Awareness and Benefit Saturation Camp was successfully organized today at Leibi Village, under Moreh Sub-Division, Tengnoupal District. The campaign, spearheaded by the Ministry of Tribal Affairs, aims to saturate individual entitlements and create awareness among Scheduled Tribe (ST) populations across India’s tribal-dominated regions.

Organized under the supervision of Ejaj Hassan, Sub-Divisional Officer & Block Development Officer, Moreh, the camp saw enthusiastic public participation with over 250 local residents attending the event. A strong contingent of more than 30 officials and departmental staff from key government departments ensured smooth execution of the program.

The event commenced with a combined Opening Address and DAJGUA Campaign Briefing delivered by Ejaj Hassan, SDO Moreh by highlighting the campaign’s objectives, scope, and importance in addressing gaps in last-mile service delivery for tribal communities.

A series of impactful thematic talks followed, led by officials from core departments under the DAJGUA convergence framework: Dr. Julie, Deputy Director, Department of Veterinary & Animal Husbandry, sensitized the public on Animal Rearing practices and the National Livestock Mission, encouraging local youth and farmers to explore livestock-based livelihoods.

Ms. Judith Anal, representing the District Agriculture Office, delivered a session on Organic and Sustainable Farming, promoting low-input, eco-friendly cultivation techniques suitable for hilly terrain.

Seiminthang, Range Forest Officer, gave a comprehensive overview of the Forest Rights Act, explaining provisions related to individual and community forest rights, and encouraged villagers to utilize available legal frameworks for livelihood security.

Officials from the Manipur State Rural Livelihoods Mission (MSRLM) spoke on the formation and strengthening of Self Help Groups (SHGs), financial inclusion, and various schemes to promote entrepreneurship and micro-enterprises among tribal women.

In addition, CMO Tengnoupal, SDC Moreh, and representatives from other line departments including Social Welfare, ICDS, Banks, CAF&PD, and Revenue were present, reflecting full institutional convergence as envisioned under the DAJGUA framework.

In accordance with the campaign’s saturation goal, the camp facilitated on-the-spot delivery of multiple entitlements and services, including: Ration Cards and entitlement verification,

Health Insurance (PM-JAY) card issuance and basic check-ups, Caste, Domicile, and Income Certificates, Farmer registration under PM-KISAN, along with Kisan Credit Cards (KCC),

Forest Rights benefits counseling and documentation support, Bank account opening, enrolment under social security pensions (Old Age, Widow, and Divyang), and financial literacy assistance

Well-equipped service counters operated in coordination with local volunteers and staff to ensure a seamless experience for beneficiaries.

The success of the event was made possible through the proactive support and hospitality of the Leibi Village Authority, who not only facilitated logistical arrangements but also mobilized widespread community attendance. Their warm welcome to the officials and spirit of cooperation exemplified grassroots ownership of governance outreach.

Many villagers expressed sincere appreciation for such doorstep delivery of services. They thanked the district administration and state government for organizing the program and requested more such initiatives in the future, particularly for remote and underserved tribal villages.

The camp at Leibi stands as a testament to the commitment of the Government of Manipur and the Ministry of Tribal Affairs to empowering tribal communities through targeted, integrated service delivery. It reinforced the importance of convergent action, inclusive participation, and responsive administration in achieving saturation of welfare entitlements.
