Tengnoupal CSOs oppose proposed construction of 11 IRB battalion at Saivom

The Civil society organisations (CSOs) in Tengnoupal district has strongly opposed the proposed tendering and construction of the 11th Indian Reserve Battalion (11 IRB) at Saivom Village, alleging that the process is being undertaken without meaningful consultation with the local elected representative, particularly the MLA of the concerned constituency, and other stakeholders.

The statement was issued jointly by the Kuki Chief Association, Molnoi Welfare Council, Hill Tribal Council, Kuki Women Union & Human Rights, and Kuki Students Organisation.

The CSOs said the establishment of a major security installation would have far-reaching implications for the local community, land, environment, administration and development of the area. They maintained that such an important decision should not be taken without proper consultation with the elected representative and civil society organisations representing the affected population.

The CSOs further demanded that no new post of state security forces be established anywhere in Tengnoupal district, including Saivom or Lokchao/Tuipi villages, until peace and normalcy are restored.

Calling for transparency, consultation and due process, the organisations urged the Government of Manipur to put the tendering and construction process on hold until complete normalcy is established in the state.

They also demanded that the views and concerns of local residents be formally recorded and duly considered before any decision is taken.

The Tengnoupal CSOs asserted that the people of Tengnoupal district have the right to seek clarity and accountability over major government projects that directly affect their communities. They warned that failure by the government to consider the concerns of the people would invite strong opposition, for which the government would be held responsible.

The CSOs appealed to the Chief Minister of Manipur, concerned ministers, the Chief Secretary, the Director General of Police and other competent authorities to intervene immediately and ensure that no construction activity is undertaken until a transparent and meaningful consultation process is completed.

The CSOs said they would continue to pursue the matter through democratic and lawful means and urged the authorities to respond positively to the concerns raised by the people and civil society organisations of Tengnoupal district.
