
In a politically charged memorandum submitted directly to Prime Minister Narendra Modi through the Prime Minister’s Office, the Kuki Students’ Organisation Delhi & NCR (KSOD & NCR) has sought urgent intervention over what it describes as the “targeted persecution, brutal killings, displacement, and systematic insecurity” faced by the Kuki-Zo people in Manipur.
The memorandum raises grave allegations surrounding the killing of three Kuki-Zo church pastors on May 13, the abduction of 14 Kuki-Zo men, continued attacks on Kuki villages, and what the student body calls a complete collapse of law and order in the hill regions of Manipur.
Addressed to Prime Minister Narendra Modi, KSOD & NCR stated that the brutal killing of Rev. Dr. Vumthang Sithlou, Rev. Kaigoulun Lhouvum, and Rev. Paogoulun Sithlou — described as unarmed religious and humanitarian leaders — has “deeply wounded the sentiments of the Kuki-Zo people” and constitutes a grave assault on their constitutional rights to life, dignity, and religious freedom.
The memorandum squarely blames Tangkhul-led NSCN-IM militants for the killings, injuries to several others, and the abduction of 14 Kuki-Zo civilians, alleging that the incident is part of a broader pattern of violence, intimidation, extortion, ethnic targeting, and territorial aggression dating back to 1992.
The student body further cited the destruction and burning of villages including Haijang, Gampal, K. Songlung, Litan, Mullam, and Lanchah as evidence of worsening insecurity and systematic targeting of Kuki-Zo civilians.
The memorandum also flagged alleged illegal cross-border movement, timber and drug trade hubs in Namlee, Wanglee, and Choro in Ukhrul and Kamjong districts, claiming these centres sustain terror networks and unlawful activities.
The student body additionally accused NSCN-IM of deploying proxy groups, including ZUF Kamson, to foment division and instability among Zeliangrong communities, warning that such tactics threaten communal harmony across the Northeast.
Citing the National Investigation Agency (NIA), the memorandum referred to the alleged involvement of NSCN-IM cadres in the Punjab National Bank looting case in Ukhrul involving approximately ₹20 crore, arguing this exposes an alarming nexus between terrorism and organised criminality.
KSOD & NCR alleged “incompetence and complicity,” asserting that state law enforcement has repeatedly failed the Kuki-Zo people — from the ethnic violence in Imphal Valley to the latest abduction of 14 Kuki hostages in Senapati district, allegedly in the presence of district police officials.
The organisation accused both state and security institutions of administrative failure and demanded sweeping corrective measures from the Union Government.
Key demands placed before the Prime Minister includes :
Immediate abrogation of the ceasefire agreement with Tangkhul-led NSCN-IM.
Safe release and recovery of the 14 abducted Kuki-Zo men.
Massive combing operations in Ukhrul and Kamjong districts to dismantle terror camps and stop illegal cross-border activities.
Immediate crackdown on illegal timber and drug trade centres.
NIA/CBI probe into the killing of the three Kuki-Zo pastors and prosecution of all perpetrators and conspirators.
Stringent legal action against individuals or groups allegedly obstructing armed forces operations.
Ban on organisations accused of abductions and communal incitement, including SDSA and other alleged proxy groups.
Constitution of a high-level central team to survey Kuki-Zo villages allegedly destroyed or occupied since 1992 and restore land rights.
Rehabilitation, compensation, and long-term security guarantees for victims.
Immediate implementation of Separate Administration/Union Territory with Legislature for the Kuki-Zo people.
Investigation into the alleged complicity of Senapati Police in the abduction of the 14 hostages.
The KSOD & NCR also told the Prime Minister that continued neglect of what it termed the “genuine grievances and democratic demands” of the Kuki-Zo people would inevitably have electoral consequences in the 2027 Manipur Assembly elections.
“The Kuki-Zo people have always remained loyal to the Union of India and have contributed immensely towards national integrity and security. However, continued violence, targeted persecution, displacement, and administrative failure have left the community with no confidence under the present arrangement in Manipur,” the memorandum stated.
