In a major push to streamline traffic flow and reinforce public safety, the Sadar Hills Autonomous District Council (SH-ADC), Kangpokpi, under the supervision of the District Administration, formally introduced a comprehensive public-centric parking and traffic management system on a pilot basis across Kangpokpi District Headquarters today.

The initiative, implemented under the provisions of the Manipur (Hills Areas) District Councils Act, 1971 and the Manipur (Hills Areas) District Councils (Third Amendment) Act, 2008, is being executed in coordination with the District Police, District Transport Office, and other concerned sectoral departments.

Three key departments have been mobilized for the rollout, such as, District Police (Traffic/Security) Team; District Council (Ticketing/Coordination) Team and District Transport Office (Monitoring) Team.

Deputy Commissioner Kangpokpi, Mahesh Chaudhari, IAS, officially launched the Public Parking and Traffic Management System at Uptown Kangpokpi Bazar with a ribbon-cutting ceremony attended by N. Shokhongam Baite, MCS, ADC/ADM Kangpokpi; James Doujapao Haokip, MCS, CEO SH-ADC Kangpokpi; SDOs, District Transport Officer, OC Kangpokpi, and other District Level Officers.

Local civil bodies, including the Kangpokpi Town Committee, Kangpokpi Youth Union, and Kangpokpi Women Welfare Organisation, also took part in the event.

Endorsing the new system, Deputy Commissioner Mahesh Chaudhari delivered a firm call for public cooperation.

“This Public Parking and Traffic Management System is not merely an administrative reform—it is an urgent necessity for the safety, discipline, and long-term development of Kangpokpi. I strongly urge every resident, shopkeeper, transporter, and vehicle owner to extend full cooperation,” the IAS officer appealed.

Reaffirming the administration’s commitment to restoring order and ensuring safer public spaces, Chaudhari emphasized that public support is crucial in transforming Kangpokpi into an orderly, safe, and commuter-friendly town. He urged all stakeholders to “join hands to make this initiative a success.”

ADC/ADM Kangpokpi, N. Shokhongam Baite, stressed that the system is a public-centric safety mechanism aimed at reducing congestion, preventing accidents, and enhancing convenience for commuters and businesses. He appealed to residents, shopkeepers, transport operators, and vehicle owners to extend full cooperation for its effective implementation.

CEO SH-ADC Kangpokpi, James Doujapao Haokip, explained that the system intends to restore order to the increasingly congested Kangpokpi town through designated parking zones; clear signboards; a functional ticketing and regulation system; improved pedestrian and commuter safety; prevention of roadside obstructions; and cleaner, more disciplined vehicular movement.

Haokip informed that signboards specifying parking types have been installed, and all vehicle owners must park strictly in their allotted spaces. He further noted that strict enforcement, including fines, will follow after the pilot phase.

The District Police Traffic/Security Team and the District Transport Office (Monitoring) Team will jointly enforce compliance daily to ensure smooth traffic flow, pedestrian safety, and prevention of roadside hazards.

With traffic pressure rapidly increasing in recent years, the launch of this new system marks a decisive step toward disciplined road management and safer public spaces in Kangpokpi.
