SoO Extension, 343 km-long Churachandpur–Kangpokpi Road, NRC, and Free Movement Among Key Issues Raised in Meitei CSOs–MHA Meeting

The third round of talks between valley-based civil society organisations (CSOs) and representatives of the Ministry of Home Affairs (MHA) was held on June 30 in New Delhi.

Nineteen members from the valley CSOs—representing the Coordinating Committee on Manipur Integrity (COCOMI), All Manipur United Club Organisation (AMUCO), and Federation of Civil Societies (FOCS)—participated in the meeting. The MHA was represented by A.K. Mishra, Advisor (Northeast); Rajesh Kamble, Joint Director, Intelligence Bureau; and other senior officials.

The two groups held an extensive meeting lasting around three hours, during which they discussed various critical issues concerning the situation in Manipur.

According to a release issued by the three valley-based CSOs after the meeting, a phased and time-bound roadmap was discussed to address the ongoing crisis and find lasting, sustainable solutions.

The delegation unequivocally reaffirmed its non-compromising stance on any initiative that could undermine the territorial integrity of the state. They also pressed for the urgent need to ensure free movement for all, emphasizing that it is not only a fundamental right and a constitutional obligation of the government, but also a crucial step toward restoring peace in the state.

A phased and time-bound plan for the resettlement of Internally Displaced Persons (IDPs) to their original places of habitation was also discussed, with a target for completion within this year. Additionally, the delegation reiterated the necessity of implementing a National Register of Citizens (NRC), or a similar mechanism, to effectively address the issue of illegal immigration.

The delegation expressed a clear stance against any extension of the Suspension of Operations (SoO) agreements without a prior comprehensive and amicable understanding among all stakeholders within the state. The MHA was also urged to conduct future rounds of dialogue with the CSO delegation in Imphal.

As per the release, the delegation conveyed its willingness to participate in future meetings with all stakeholders, provided such initiatives serve the larger interest of restoring lasting peace and normalcy in the state.

Additional issues raised by the valley CSOs included the long-pending inquiry report on the Gwaltabi incident, which was highlighted for immediate attention. A memorandum addressing urgent concerns over farmers’ security and safety was submitted to the Union Home Minister through MHA officials.

Concerns were also raised regarding the recent MHA directive to detect illegal immigrants within a 30-day timeframe. The delegation emphasized the need for proper mechanisms and safeguards in this process.

Furthermore, the CSOs submitted a detailed report on the construction of a 343 km-long illegal road along the Churachandpur–Kangpokpi axis, calling for necessary investigation and intervention.

The MHA officials assured the delegation that the issues raised are being seriously considered and will be forwarded to the appropriate authorities for necessary action and approvals. Outcomes and follow-up developments are expected in the coming days, stated the release.
