
In a significant gesture of gratitude and compassion, the Governor-in-Council of Manipur has approved the appointment of Chingakham Naoba Singh as Assistant Sub-Inspector (Civil Police) under the Home Department. The decision, taken during the Council’s sitting today, was made on humanitarian and exceptional grounds in recognition of the ultimate sacrifice made by his elder brother, Late Constable (CT) Deepak Chingakham of the Border Security Force (BSF).
Late CT Deepak Chingakham, aged 25, from Yairipok Yambem Mathak Leikai in Imphal East District, was serving with the 7th Battalion of the BSF when he sustained fatal injuries during unprovoked cross-border firing by Pakistani forces in the RS Pura Sector of Jammu & Kashmir on May 10, 2025. He succumbed to his injuries the following day. The brave soldier was participating in "Operation Sindoor" at the time of the incident.
In honour of his sacrifice, the Governor-in-Council had earlier, on May 15, 2025, approved an enhanced ex-gratia amount of ₹10 lakh to the martyr's next of kin under the “Major Laishram Jyotin Singh, Ashok Chakra (Posthumous) Ex-Gratia Scheme.”
Following the tragic loss, the martyr’s father, Chingakham Bonbihari, submitted a request to the Governor seeking state government employment for his younger son, Chingakham Naoba Singh. The family chose this option over an employment opportunity offered by the BSF to allow the son to remain close to home during their time of grief.
After due consideration, the Governor-in-Council acknowledged the exceptional circumstances and approved the appointment, emphasizing the State’s moral and humanitarian responsibility to support the families of national heroes.
The Government of Manipur reiterated its steadfast commitment to honouring the sacrifices of security personnel and standing by their families in times of need.
