Ten Kuki-Zo MLAs submitted a memorandum to Prime Minister Narendra Modi on Saturday, urging him to expedite dialogue to address the Kuki-Zo community’s demand for a separate Union Territory with a legislature.
Welcoming the Prime Minister’s first-ever visit to Lamka, Churachandpur, on Saturday, the MLAs expressed hope for a historic shift in the political future of the Kuki-Zo community.
Stating that the Prime Minister is fully aware of how the Kuki-Zo people have been "totally cleansed" from the valley areas of Manipur—shamed, assaulted, raped, and ravaged both physically and mentally—the MLAs described the situation as an unprecedented ethnic persecution, allegedly carried out with state complicity by the majority community against the minority.

“We can now live in peace only as good neighbours, never under the same roof again. This alone, we believe, will bring lasting peace and a sense of security, justice, and belonging to our people,” the memorandum added.

Echoing similar concerns, the Kuki-Zo Council (KZC) also submitted a separate memorandum to the Prime Minister, urging him to expedite the political dialogue so that a lasting political solution may be achieved at the earliest.

The KZC noted that the Prime Minister’s visit is a historic occasion, as it comes nearly four decades after an Indian Prime Minister last visited a Kuki-Zo-inhabited region.

The Council also stated that the Kuki-Zo community has endured immeasurable hardships in recent years, with more than 250 innocent lives lost at the hands of the majority Meitei community, over 360 churches and places of worship reduced to ashes, more than 7,000 homes burned, and over 40,000 Kuki-Zo people still displaced in relief camps—separated from their ancestral homes.
"The reality is that the Kuki-Zo people have been forcibly separated due to the aggression of the majority community in Manipur. Yet, despite these grave circumstances, the Kuki-Zo community continues to uphold its faith in the democratic spirit and leadership of India," the KZC stated.

The memorandum emphasized that, for years, the Kuki-Zo community has consistently demanded complete separation from Manipur, seeking a separate administration in the form of a Union Territory with legislature under Article 239A of the Constitution of India.

The demand, it noted, arises not out of convenience, but from the necessity for peace, security, and survival of the Kuki-Zo people.

“On 4th September 2025, our SoO group signed an agreement with the Government of India for a time-bound political settlement under the Indian Constitution. We are confident that under your able leadership, our voice will be heard, our pain acknowledged, and our aspirations respected. We place our trust in you, Prime Minister, to heal our wounds, restore our dignity, and safeguard the future of the Kuki-Zo people,” the memorandum concluded.
