The continued non-compliance with the Court’s order not only undermines the sanctity of judicial authority but also erodes public trust in administrative governance

The Kuki Students’ Organisation (KSO) General Headquarters has submitted a formal representation to the Governor of Manipur, urging the immediate reinstatement of two Zonal Education Officers (ZEOs) — Jangkhohao Haokip, MES-III, i/c ZEO Churachandpur, and Lhingtinneng Singsit, MES-III, i/c ZEO Kangpokpi — in compliance with the Manipur High Court Orders dated May 19 and May 20, 2025, passed in WP(C) No. 207 of 2025 and WP(C) No. 198 of 2025, respectively.

In its representation, jointly signed by Dr. Seiboi Touthang, General Secretary, and T. Haokip, Education Secretary, KSO-General Headquarters, the KSO expressed deep concern over what it termed as a “grave administrative impropriety and disregard for the rule of law”, citing that despite the unequivocal directions of the High Court revoking the suspension orders dated January 12, 2024, the authorities have not yet acted upon the judicial mandate.

The KSO highlighted that the High Court had categorically quashed and set aside the suspension orders and directed reinstatement of the officers with effect from the expiry of 90 days from the date of suspension, as per established service rules.

“The continued non-compliance with the Court’s order not only undermines the sanctity of judicial authority but also erodes public trust in administrative governance,” the representation stated.

The student body appealed to the Governor’s office to ensure the immediate issuance of posting orders, enabling the two officers to resume their duties at their respective offices in Churachandpur and Kangpokpi without further delay.

Reaffirming its commitment to upholding justice and transparency in governance, the KSO maintained that adherence to the High Court’s verdict would “re-establish administrative discipline and reaffirm the rule of law — the cornerstone of a just and efficient system of governance.”
