
The Foothills Naga Coordination Committee (FNCC) has rejected the state government invitation for talks which was scheduled for January 19 at the office chamber of Commissioner(Home) Manipur Secretariat (South Block), Mantripukhri.
In a letter addressed to the Commissioner Home on Monday, FNCC alleged that the government of Manipur has failed to honour the 3-point MoU signed on 08 August 2025.
"Instead of booking and prosecuting the KNF-P/UPF cadres and their leader Thangboi Kipgen involved in several illegal incidents, including the 11-12 January 2026 Ireng incident, the Government is inviting the victims for negotiation, which is unfortunate," said FNCC.
It alleged that the government appears more interested in representing the Kukis and their unlawful militants, with whom they seem to be working hand-in-glove, displaying bias and a lack of impartiality.
Stating that the arrest of the culprits is a prerequisite before convening any such meeting FNCC claimed that KNF-P/UPF issued direct threats against Ireng Naga Village on January 12, 2026, constituting serious criminal offences punishable under Section 506 IPC (Criminal Intimidation), Section 307 IPC (Attempt to Murder), Section 153A IPC (Promoting enmity between groups), Section 120B IPC (Criminal conspiracy) along with other applicable provisions of law.
Despite the gravity of these offences, the Government has failed to initiate any concrete legal action, creating a strong perception of bias or tacit support, the letter stated.
FNCC added that the invitation, received via WhatsApp on January 18, 7:00 pm, was poorly drafted, with errors in the Secretariat's name and an incorrect meeting date (19 January 2025 instead of 2026).
It also stated that they consider such failures and negligence on the part of the Government as serious carelessness and perceived that the culprits and illegal invaders were being backed and saved by the government.
"Under these circumstances, participation in the proposed meeting would be untenable until the rule of law is upheld, offenders are brought to justice, and commitments made under the MoU are implemented in letter and spirit," the letter added.
It may be mentioned that the Joint Tribe Council (JTC), comprising Zeme, Liangmai, Rongmei, and Inpui tribes, has resolved to restrict Kuki movement in Naga-inhabited areas of Manipur until the agreed points signed between Manipur government and Foothills Naga Coordination Committee(FNCC) on 8 August 8,2025 is fulfilled.
The decision was taken during an emergency meeting of the Joint Tribe Council at Makhan Liangmai village, Senapati District, on January 17; a meeting which the council said was convened to address the grave concerns of ‘intrusion, vandalism, and intimidation' by armed cadres of KNF/UPF’ at Ireng Liangmai Naga village.
