Non-camp Internally Displaced Persons (IDPs) in Churachandpur district, Manipur, have urged the state government to revoke the reported decision to discontinue monthly Direct Benefit Transfer (DBT) assistance for displaced persons living outside relief centres and camps.
The IDPs submitted a memorandum to the Chief Secretary of Manipur, Dr. P. K. Goel, through the Deputy Commissioner of Churachandpur district, Krishna Kumar.
The IDPs gathered at the entrance of the Deputy Commissioner's Office at the Mini Secretariat on Thursday to express their grievances. Security personnel intervened and stopped them at the entrance of the Mini Secretariat.
A representative of the IDPs was permitted to meet the Deputy Commissioner and present their demands. The representative met the Deputy Commissioner and submitted the memorandum.
In the memorandum, the IDPs requested the government to review the reported decision to discontinue monthly DBT assistance for displaced persons living outside relief centres.
The memorandum stated that many families remain unable to return to their original homes or restore their livelihoods, regardless of whether they are staying in relief camps, with relatives, or in rented houses.
The IDPs stated that many people left official relief camps due to severe overcrowding, poor sanitation, lack of privacy, and health concerns, as well as the government's assurance that Direct Benefit Transfer assistance would continue—not because their financial situation had improved.
According to the memorandum, non-camp residents rely on the daily financial assistance of Rs. 84 per person to pay for essential food, children's education, and medical care. It also stated that they have not received any rehabilitation assistance, compensation, or benefits under the PMAY-G scheme.
