United Naga Council Declares 24-Hour Shutdown, Demands Scrapping of SoO and Removal of Nemcha Kipgen as Deputy CM

Following the recovery of six Naga bodies on Wednesday, the United Naga Council (UNC) has declared a 24-hour total shutdown across Naga areas from 6:00 a.m. on June 11 to 6:00 a.m. on June 12.

The UNC placed a charter of demands while declaring that the mortal remains of the six Naga hostages would not be received unless its demands are addressed and justice is delivered to the families of the murdered hostages by the Government of Manipur and the Government of India.

The charter of demands includes:

1. Abrogation of the Suspension of Operations (SoO) Agreement with all Kuki militant groups.
2. Immediate arrest and prosecution of all Kuki National Front–President (KNF-P) personnel involved in the abduction of 18 Naga civilians, including two pastors, on May 13, 2026, at Leilon Vaiphei Village, and the subsequent cold-blooded murder of six of them. The UNC also demanded justice for the murder of Wilson Thanga Chiru at Joujangtek on the same day. Further, it demanded the immediate arrest and prosecution of Lalboi Vaiphei, Chief of Leilon Vaiphei Village, along with all individuals involved in the abduction of the 18 Naga civilians.
3. Declaration of the Kuki National Front–President (KNF-P) as a terrorist organisation.
4. Immediate removal of Nemcha Kipgen from the post of Deputy Chief Minister of Manipur. The UNC alleged that she is the wife of Semtinthang @ Thangboi Kipgen, President of the KNF-P, and claimed that he is complicit in the murder of the Naga civilians mentioned above.

The UNC stated that the removal of Nemcha Kipgen from the post of Deputy Chief Minister would help restore public trust and confidence in the state government. It further stated that her continuation in office would amount to a wilful compromise of the integrity of internal security concerns of both the state and the nation at large.

The UNC said that the prayerful expectation of the Naga people following the release of 14 Kuki detainees on Tuesday evening was shattered by the shocking discovery that the six innocent Nagas taken hostage by Leilon Vaiphei villagers and KNF-P militants on May 13, 2026, had been recovered not only as lifeless human remains but also in highly mutilated and dismembered conditions.

“This is most unacceptable and a gross violation of human rights and a disrespect to the dignity of human persons. We condemn this sacrilegious and satanic act upon the innocent Naga civilians in the strongest terms,” the UNC stated.

The Naga body said that the tragedy has caused immense pain to the families of the victims and to the Naga people at large. Stating that the incident has shaken the faith of citizens in the government's ability to ensure the safety and security of innocent civilians, the UNC said it considers the tragedy a direct challenge to the collective identity and security of the Naga people.

The UNC appealed to all citizens to observe the shutdown peacefully and to stand in solidarity with the Naga people until justice is served.
